During execution of state veterinary supervision, the usage of check lists will be mandatory

The relevant regulation of the Government of the Russian Federation of August 30, 2017, No. 1041 amended the Regulation on state veterinary supervision.

According to the changes in federal state supervision, the officials of federal veterinary and phytosanitary service will be involved in the conduct of routine checks of all legal entities and individual entrepreneurs will use check lists.

The subject of the routine check will be limited to the list of issues included in the checklists (lists of control questions), which in their turn would include issues affecting the subject's verification requirements, compliance with most relevant to the prevention of the threat of harm to life, the health of citizens, the harm to animals, plants, the environment, cultural heritage sites, the security of the state and the threat of emergencies.

We would like to recall that, in 2016, the Federal Act of December 26, 2008, No. 294-FZ, "On the protection of the rights of legal persons and individual businessmen in the exercise of state control (supervision) and municipal control", was completed by a normative according to which, in the organization and conduct of certain types of state control (supervision), municipal control may include a duty to use in the conduct of a routine review by an official of the state control body ( supervision), the body of municipal control of checklists (lists of control questions).

The use of check lists will allow to reduce the administrative and financial costs of citizens and organizations, improve the transparency of supervisory bodies, optimize the use of labour, material and financial resources by means of reducing time for routine checks.

The Decree enters into force on October 1, 2017.
