The Ministry of Economic Development of Russia will prepare new preferences for residents of special economic zones

The increased investment attraction of Special Economic Zones (SEZ) was the main theme of the round table, organized by the Russian Ministry of Economic Development at the international forum "Import phaseout". It was attended by representatives of the Ministry, the managing companies of SEZ and investors.

The Ministry of Economic Development of Russia is currently working on various measures to make the institute of SEZ more attractive.

A number of changes have been prepared for the legislation on special economic zones. "We will replace the business plan, which potential investors are now submitting to SEZ governing bodies to obtain the resident status, for a short passport of investment project." This will significantly reduce the timelines and workeffort during the preparation of application documents", reported the Deputy Director of the Regional Development Department of the Ministry of Economy Development - Elmira Akhmeeva. "It is suggested to significantly reduce the timelines for consideration of applications from potential residents. Not more than 15 working days will pass from the moment of submission of the full set of documents for obtaining the resident status until the date of certificate issue, it is understood however, that no review of the application by the expert councils will be required".

In special economic zones it is planned to implement the complex information platform­, enabling to build interaction between all participants of the project  - from investors to federal ministries, agencies and supervisory bodies.

In addition, a mechanism of compensating the subjects for the costs related to creating SEZ infrastructure is being developed. It will allow to avoid the practice of making contributions to the management companies.
