The list of entrepreneurial activities, commencement of which has to be notified to state authorities is expanded

Relevant changes were introduced in the Federal Law On Protection of the Rights of Legal Persons and Individual Entrepreneurs during State Control (Supervision) and Municipal Control by the Federal Law of April 23, 2018, No. 94-FZ.

Installation, dismantling, operations, including maintenance and repairs of elevators, elevating platforms for disabled, travelators, escalators, except for underground escalators, are included in entrepreneurial activities, commencement of which must be notified by legal persons and individual entrepreneurs to competent state control (supervision) authority.

Introduction of the notification procedure will enable registration of organizations carrying out the said activities, and implementation as regards to them of scheduled control measures. This, in turn, will promote reduction in the number of accidents at such facilities.

In connection with passing of the Federal Law, persons carrying out the said activities will have within 6 months from its introduction notify on such activities federal executive authority effecting state control (supervision) of compliance with the requirements of Elevator Safety and On Machinery and Equipment Safety technical schedules of the Customs Union. Depending on activity, such competent authorities can be Rostechnadzor, Rospotrebnadzor, Rostekhregulirovanie. Certain cases are defined in the Regulation of the Government of the Russian Federation of 13.05.2013 No. 407 On Competent Authorities of the Russian Federation for State Control (Supervision) of Compliance with the Requirements of Technical Schedule of the Customs Union.

The federal law will come into effect on September 1, 2018.
