"These "ten" shall succeed". Yelabuga and Naberezhnye Chelny are in the rating of the best single-industry towns of Russia

Two single-industry towns of Tatarstan gained leading positions at once. Results of the rating of single-industry municipalities in Russia for 2017 were announced today in Moscow Minister of Economy of Tatarstan Farid Abdulganiev took part in the awarding ceremony.

 Out of 319 single-industry towns of Russia, the following towns were ranked amongst TOP-10:

Kumertau (Republic of Bashkortostan),

Yelabuga (Republic of Tatarstan),

Naberezhnye Chelny (Republic of Tatarstan),

Zarechny (Penza Oblast),

Tashtagol (Kemerovo Oblast),

Gubkin (Belgorod Oblast),

Mirny (Sakha Republic/Yakutia),

Pavlovsk (Voronezh Oblast),

Krasny Yar inhabited locality (Omsk Oblast),

 Polysaevo (Kemerovo Oblast).

 

Deputy Chairman of Vnesheconombank, Head of the priority project for the development of single-industry towns Irina Makieva noted the following: "These ten shall succeed". According to her, the rest 309 towns shall take a lesson from them.

The passport of the priority program "Integrated Development of Single-Industry Towns" was approved by the Government of the Russian Federation at the end of 2016. Its main goal is to reduce the dependence of single-industry towns from activities of town forming enterprises by creating new jobs irrelevant to the activity of the town forming enterprises, as well as by improving the urban environment.

"Today, we have to provide accessible infrastructure for business. Integrated development of single-industry towns of Tatarstan is aimed at creating new jobs and improving quality of urban environment. Creation of modern and cost-effective production facilities is the first step in ensuring high labor productivity", - Farid Abdulganiev noted. According to the minister, within the next 10 years it is planned to create at least 7 thousand new jobs and attract capital investment of about RUR 19 billion to the single-industry towns. In general, creation of favorable conditions for investment and development of infrastructure in single-industry towns is the basis for economic diversification, development of entrepreneurship and an increase in the value added. 

One of the targets of the "Integrated Development of Single-Industry Towns" program is the implementation of the 5 Steps of Daily Life Improvement. In 2017, the single-industry town of Yelabuga successfully implemented 5 urban environment improvement projects: urban environment improvement elements were installed at the Memory Square, the Old Square (Gulyai Park) was reconstructed, the Sobornaya Square was revitalized, the Exhibition Hall of the Yelabuga State Historical and Architectural Museum and Reserve underwent reconstruction, and L.P. Nechaev Garden was built.

At the same time 5 projects were implemented in the single-industry town of Naberezhnye Chelny: a new school of 1,224 pupils was built in the 36th district, Tukay Quay, Tinchurin Boulevard, Azatliq Square and Shishkin Boulevard were improved, premises of the "Metro" cultural and educational platform and a pier with an exhibition area devoted to the town's history were reconstructed.

Based on the results of online voting of residents at monogoroda.rf, the central streets in the aforementioned single-industry towns have been renovated (Moskovsky Avenue in Naberezhnye Chelny, Neftyanikov Avenue in Yelabuga). 

Naberezhnye Chelny is one of the first single-industry towns of the republic taking the opportunity of attracting funds provided by the Fund For Development of Single-Industry Towns for the development of infrastructure.

There are a number of large-scale ongoing projects in Naberezhnye Chelny, in particular, the reconstruction of road infrastructure in the industrial area, supported by the Fund: reconstruction of Khlebny and Industrialny Driveways, XXX and XXXI Driveways, Motornaya and Metallurgicheskaya Streets, Trubny and Proizvodstvenny Driveways. In addition, the construction of facilities of the communal infrastructure of "Razvitie" Industrial Park will be completed this year.

The first rating, assessing the activity and effectiveness of local government authorities, was prepared by the Fund For Development of Single-Industry Towns based on the results of 2016 and covered 125 municipalities, while in 2017 it covered 319 single-industry towns of Russia. The main objectives of the rating: 

 - show commitment and efficiency in the development of single-industry towns; 

- identify strengths and weaknesses of single-industry towns; 

- identify the leading municipalities whose experience in the development of single-industry towns can be used as an example for others; 

- motivate the administration of single-industry towns to increase commitment and efficiency of activities aimed at the development of single-industry cities.
