It is planned to cancel paper licenses by 2019

Transfer from paper licenses to special electronic registers is envisaged by the draft program "Digital economy of the Russian Federation" which should be approved until June 1, 2017. The indicated program can solve the important task - it sets the foundation for basic transformation of the system of state management — from work on paper to work with data.

In particular, the program envisages canceling the issue of licenses on paper for 50 kinds of activities since 2019. For a transfer to the "register model" the Ministry of Economy Development is preparing changes to the law "On licensing separate kinds of activities".

At that, the information in the registers of licenses will be legally significant. If necessary, as a separate service - the information from the register can be presented in the form of a statement — electronically or on paper.

It should be noted that the Ministry of Economy of the Republic of Tatarstan the license service for collecting, storage, processing and realization of scrap of ferrous and non-ferrous metals has been already implemented in electronic form prior to issuance of the license directly on the special letterhead. The transfer to the "register model" suggested on the federal level will enable to ensure full provision of services electronically.
