A risk-oriented approach will be applied to certain types of control in the Ministry of Emergency Situations of Russia

The relevant Decree of the Government of the Russian Federation № 864 of 22.07.2017 establishes a risk-oriented approach in the exercise of state supervision in the area of civil defense and in the framework of state supervision in the field of protection of the population and the territories from natural and man-made emergencies.

During execution of routine checks of all legal entities and individual entrepreneurs within the framework of the indicated types of supervision, the officials are obliged to use checklists (list of control questions) that contain lists of issues, that affect mandatory requirements put to legal persons and individual entrepreneurs, the observance of which is most important in preventing the threat of harm to life, health of citizens, damage to animals, plants, the environment, cultural heritage sites (historical and cultural monuments), state security, as well as the threat of natural and man-made emergencies.

The subject of the scheduled check is limited to the list of issues, included in the checklist (lists of control questions).

This Decree establishes the criteria for the classification of the activities of legal persons and individual entrepreneurs to a certain category of risk:

  1. To the high risk category:
  • activities of organizations referred in the established order to the category of special importance in civil defence, using  potentially hazardous facilities, critically important objects of the defense and industrial complex;
  1. To the category of significant risk:
  • activities of organizations, referred in the establishe dorder to the first category of civil defense;
  1. To the category of medium risk:
  • activities of organizations, referred in the established order to the second category of civil defence, which have their own balance sheets of civil defense protective structures;
  1. To the category of low risk
  • activities of other companies.

The scheduled audits in respect of legal entities and individual entrepreneurs, depending on the assigned risk category, will be carried out within the following intervals:

- for high risk categories-once in 2 years;

- for category of significant risk-once in 3 years;

There are no routine checks in respect of legal persons and individual entrepreneurs whose activities are referred to the category of low risk.
