Development of municipalities and the Republic of Tatarstan in the framework of the Strategy 2030 was discussed today at a press conference in the "Tatar-Inform" Information Agency

A press conference on topic: “On development of municipalities and the Republic of Tatarstan in the framework of the Strategy-2030” was held today at the “Tatar-Inform” IA. Oleg Pelevin, Deputy Minister of Economy of the Republic of Tatarstan, answered journalists' questions. He noted that in terms of gross regional product Tatarstan ranks 7th among the constituent entities of Russia, in terms of agriculture and investment in fixed assets - 4th place, industrial production and construction - 5th place, retail trade turnover - 8th place. At the end of 2018, the republic's GRP amounted to 2 trillion 440 billion rubles, with a growth rate in comparable prices of 101.5% compared to 2017. “The main positive contribution to the economic dynamics is made by industrial production and trade. The volume of industrial production amounted to 2 trillion 818 billion rubles. The industrial production index is 102%. Against the background of increased consumer demand, there are high rates of growth in retail turnover - 106.1%. In January-November 2018, the average monthly accrued wages in the republic amounted to 34 194.0 rubles and increased by 8.6% compared to the corresponding period of 2017, the real wages - by 6.1% (in the Russian Federation - by 7.4% )”, he explained.

As the speaker said, today there are 7 single-industry towns in Tatarstan: Zelenodolsk, Naberezhnye Chelny, Elabuga, Mendeleyevsk, Kamskie Polyany, Chistopol, Nizhnekamsk. A number of large-scale projects for a total amount of more than 2.7 billion rubles are being implemented through the Development Fund for Single-Industry Towns. This is the reconstruction of the road infrastructure in the industrial zone of Naberezhnye Chelny: the reconstruction of Khlebnyi and Industrial passages, passages XXX and XXXI, streets Motornaya and Metallurgicheskaya, Trubnoy and Proizvodstvennyi passages. In 2017, the objects of the communal infrastructure of the Industrial Park “Razvitiye (Development)” (Naberezhnye Chelny) were commissioned. In 2018, work was completed on creation of the Zelenodolsk industrial site. The total project cost is 1.3 billion rubles. Also work on creation of an industrial park in Nizhnekamsk was completed. The total cost of the project is 378.4 million rubles.

Today, there are 4 territories of advanced social and economic development in the Republic of Tatarstan: “Naberezhnye Chelny”, “Nizhnekamsk”, “Chistopol” and “Zelenodolsk”, in which 60 residents are attracted, 54 of them are already implementing their investment projects. The functioning of the above TASED will create 17,000 new jobs and attract investments in the economy of the republic in the amount of 62.1 billion rubles, including capital investments of about 34.3 billion rubles.

According to the Deputy Minister, in 2018, the 57th resident was registered in the Alabuga SEZ. According to preliminary data, the annual revenue of the special economic zone is about 78.2 billion rubles. Over the years of existence, more than 25 billion rubles have been invested from the budget for development of the infrastructure of Alabuga, and tax receipts from residents amounted to 27.1 billion rubles. According to the results of the II National rating of investment attractiveness of the SEZ of Russia, held in 2018, the SEZ "Alabuga" took the 1st place. “The active development of the special economic zone of the innovation and innovation type “Innopolis” continues. 86 companies (77 residents and 9 partners) chose Innopolis SEZ as a place to develop their high-tech projects. Thanks to development of the special economic zone Innopolis, new highly skilled jobs have been created, advanced technological solutions are being developed”, he said.

Currently, 159,254 small and medium-sized businesses operate in the Republic of Tatarstan, that is 1,888 units more than at the beginning of 2018. The number of people employed in the field of small and medium enterprises amounts to 532.1 thousand people, that is 3,937 people more than at the beginning of the year. According to these indicators, the Republic of Tatarstan ranks 1st in the Volga Federal District and 7th in Russia. According to estimates, the share of small and medium-sized businesses in the GRP of the Republic of Tatarstan for 9 months of 2018 was 25.4%.

“Work on creating the infrastructure of property support for small and medium-sized businesses continues in the Republic of Tatarstan. As of January 29, 2019, there are 85 facilities in the republic (including 71 industrial sites at the municipal level and 14 industrial parks), where 1,397 residents operate and more than 26 thousand jobs have been created”, said Oleg Pelevin.

In terms of expanding the availability of financial resources, the speaker outlined creating the first Regional Leasing Company in Russia in cooperation with SME Corporation AO. This allows you to lease equipment on conditions 3 times lower than market conditions. In 2018, the RLC approved 31 projects worth more than 1.16 billion rubles. In 2018, more than 4,000 unique SMEs benefited from the MFC business services, which provided more than 15,000 services. In 2018, for entrepreneurs and individuals planning to engage in entrepreneurial activities, with the support of the Ministry of Economy of the Republic of Tatarstan, together with the University and the Business School "Synergy", two large entrepreneurial forums "Perezagruzka" and "Perezagruzka 2.0" were held, where over 15,000 people took part.

The Deputy Minister said that as part of the implementation of the Strategy, centralized work was carried out on development and approval of municipal strategies in all 45 districts and urban districts. Municipal strategies of the republic annually occupy the first places in federal competitions of strategists.

The heads of the Kazan agglomeration and the Almetyevsk zone on the basis of recommendations developed by the Ministry of Economy signed agreements on cooperation between the municipalities. The agreements are an important stage of the Strategy, the normative basis for implementation of joint projects by municipalities. To implement the strategic planning documents, the republic needs highly qualified specialists in the field of strategizing and business planning to ensure competitive positions in all areas. For training of such specialists, the “Strategic Development of Territories” development program for state and municipal employees was launched in the premises of the Higher School of State and Municipal Management of KFU. This year, the first graduates of this program are expected.

Oleg Pelevin noted that a lot of attention is paid to training in the republic. And this is one of our competitive advantages. In this case, the training, which is very important, is conducted both for those who develop and for those who implement strategic planning documents in order to have a common understanding of further development.

This year, changes will be made to Strategy 2030. The main changes are associated with synchronization with national projects. As with development of the Strategy, its supplement takes into account the views of the widest possible range of participants - government authorities, enterprises, educational and scientific institutions, youth and public organizations. A special website i.tatarstan2030.ru and special mobile applications were created, where every citizen of the republic can leave his strategic initiative. Since the launch of the site, more than 3.5 thousand initiative proposals have been received from the public. Most of the questions proposed by the population were included in the draft law on amending the Strategy-2030.

The draft law was discussed in the Public Chamber, with the trade unions of the republic, at events held with government authorities, enterprises, educational organizations and scientific institutions of Tatarstan.

Oleg Pelevin noted that the Strategy is the first document that was reviewed at all public councils of the authorities. And this is one of the results of implementation of the objectives of the Strategy for involvement of civil society in public administration processes.
