Results of the first year of national projects implementation in Tatarstan and further development of the republic were discussed at an expanded meeting of the Board of the Ministry of Economy of the Republic of Tatarstan
The Ministry of Economy of the Republic of Tatarstan summed up the results of work for 2019. The main topic of the Expanded Board of the Ministry was the discussion of the national projects implementation in 2019 and potential for further development of the economy of the republic.
At the end of 2019, the gross regional product of Tatarstan was estimated at 2 trillion 584.3 billion rubles with a growth rate of 101% in comparable prices to the level of 2018. The main contribution was made by industry - 101% and agriculture - 103%. Consumer activity remained at comparable prices at the level of 2018.
Last year, Tatarstan took an active part in 48 federal projects, for which 27.4 billion rubles were allocated, including 20 billion rubles from the federal budget. Plus, another 40 billion rubles were allocated to republican programs. The funds went for construction and repair of more than 1.7 thousand socially significant objects, provision of targeted support measures, social payments, training and other events.
In 2020, it is planned to allocate 24.9 billion rubles for implementation of national projects in the Republic of Tatarstan: 17.1 billion rubles from the federal budget and 7.8 billion rubles from the republican budget. In addition, about 50 billion rubles will be allocated for construction of social and engineering infrastructure in the republic, as well as 42.9 billion rubles for development of transport infrastructure.
About 2 billion rubles were spent on the national project “Small and Medium Entrepreneurship and Support of Individual Entrepreneurship Initiative” in 2019 under the auspices of the Ministry of the Republic. All annual indicators within the framework of this national project were exceeded. The organizations subordinated to the Ministry of Economy - the Guarantee Fund, the Regional Leasing Company, and the Entrepreneurship Support Fund helped the business attract an additional 12 billion rubles. A third of all financial support measures were aimed at developing entrepreneurship in rural areas.
In order to simplify access to state support measures, in 2019, on the initiative of the Ministry of Economy of the Republic of Tatarstan, the Internet portal Фасттрек.рф was launched, which made it possible to reduce the time to receive support measures. The number of service users last year exceeded 4.5 thousand. In the near future Фасттрек.рф will evaluate user satisfaction with the services provided.
Last year, the national project plan for the number of SMEs exported was also exceeded. In Tatarstan, 94 enterprises entered export markets for the first time. Total exports in 2019 exceeded $ 25 million. Food, construction materials, medical products were supplied.
The share of products of small and medium enterprises in Tatarstan is growing in commodity circulation. For 6 months of 2019, with participation of the Republican Marketing Center, the volume of purchases from SMEs increased by 40%: entrepreneurs sold their goods for an additional 21 billion rubles.
According to the results of 2019, the estimated value of the share of small and medium-sized businesses in the GRP of the republic exceeded 26%, and the number of employees in this sector reached 592.3 thousand people, taking into account self-employed citizens. The test year was successful for Tatarstan in terms of introducing a new tax regime - more than 60 thousand self-employed were registered in the republic.
By the 100th Anniversary of the TASSR, in accordance with the Address of the President of the Republic of Tatarstan, 100 infrastructure objects of property support for entrepreneurship have been created - industrial parks and sites. Their residents form more than 10% of the total industrial production of Tatarstan.
Extensive work was carried out to prepare sites for the wholesale and logistics infrastructure of the largest retailers Ozon, Wildberries, X5 Retail Group and Protek. The projects implemented by these companies will attract more than 12.5 billion rubles to the region’s economy and create about 7 thousand jobs.
Progress is also noticeable in attracting residents to the republican territories of advanced social and economic development. Their number has already reached 75, with almost half - 37 companies - involved in 2019. In total, these companies have made about 10.7 billion rubles of capital investments (excluding VAT) from the moment they were granted the status of TASED residents and about 5,660 new jobs were created. The share of the republic among all TASED in single-industry towns of Russia is 13% in the number of residents, 24% in terms of investment, and about 23% in created jobs.
New opportunities for development of the economy of the territories, in particular, single-industry towns, became possible thanks to the support programs of the “Single-Industry Towns Fund”. The total amount of attracted funds of the Fund amounted to 2.5 billion rubles. The constructed infrastructure allowed attracting more than 20 billion rubles of investments and creating about 5 thousand jobs.
In 2020, GRP growth is projected to exceed 102%, primarily due to an increase in industrial production and implementation of large investment projects. Work will continue to differentiate the structure of the economy - such a policy will maximize the economic and investment potential of Tatarstan. For example, by the end of 2019, the share of innovative products in the total industrial production in the republic already exceeded 20%, non-resource supplies in the export structure amounted to about 60%, the share of the manufacturing sector in industry grew to almost 70%.
