Problems and prospects of socio-economic development of the Kazan agglomeration were discussed in the House of Entrepreneurs

A round table on the topic "Problems and prospects of socio-economic development of the territories of the Kazan agglomeration and its provision with public infrastructure facilities" was held in the House of Entrepreneurs. The event was attended by leading Russian and Tatarstan experts on agglomeration development, representatives of ministries and departments, local self-government bodies of the Republic of Tatarstan.

With welcoming remarks to the participants the Deputy Prime Minister of the Republic of Tatarstan – Minister of economy Midkhat Shagiakhmetov started the meeting. "Today, about 40 large urban agglomerations have formed in the Russian Federation, most of which have steadily increased their population since the early 2000s and now exceed 73 million people. In 2019, the Russian Government adopted the Spatial Development Strategy of the Russian Federation for the period up to 2025, which emphasizes the leading role of urban agglomerations in the formation of the country's economy. - He noted. - To date, the Ministry of Economic Development of the Russian Federation has developed a draft Federal law "On Urban Agglomerations", which establishes the legal and organizational conditions for the formation and functioning of urban agglomerations, as well as draft related amendments to certain legislative acts of the Russian Federation. These draft legislative acts provide for the assignment of powers to the state authorities of the regions for the development of agglomerations, as well as the formation of requirements for urban development activities on the territory of agglomerations."

The round table discussed common approaches to the socio-economic development of the territories of the Kazan agglomeration, to ensure its integrated and balanced development.

Yuri Kuznetsov, General Director of the Agency for the Socio-Economic Development of Agglomerations, made a report via videoconference, which revealed the current issues of the development of urban agglomerations in the Russian Federation.

The Nizhny Novgorod region shared the successful practice of planning the development of agglomerations. Together with the Director of the "Development Institute of Nizhny Novgorod region agglomeration area",  Mikhail Genyn, participants discussed the synchronization of documents of territorial planning and agglomerations urban development zoning (on the example of Nizhny Novgorod region and the Republic of Tatarstan), delegation of authority for approval of territorial planning documents and urban development zoning agglomerations at the regional level (practice of Nizhny Novgorod region, approaches of the Republic of Tatarstan).

Oleg Grigoriev, the First Deputy Director of the Moscow Research and Design Institute of Urban Planning for Industrial Issues, presented a speech on the main problems and prospects of the spatial development of Kazan agglomeration.

Boris Zhikharevich, Director of the ANO International Center for Socio-Economic Research "Leontiev Center", participated via video conference call. He noted that earlier in the Republic of Tatarstan, large-scale work was carried out on the preparation and approval of the Strategy-2030, within which considerable attention is paid to the spatial development of the region, including the issues of its agglomeration development. Given the fact that on the territory of the Republic Kazan, Almetyevsk and Kama agglomerations are situated, as well as taking into account the significant role of agglomerations in the socio-economic development, it is important to start developing a Strategy for socio-economic development of the Kazan agglomeration.

As a result of the report, the participants discussed the optimal models of spatial development of the Kazan agglomeration (functional, frame, cluster), their reflection in the documents of strategic and territorial planning, the provision of the Kazan agglomeration with public infrastructure facilities.

The expert solutions developed during the event will be taken into account in the further development of the necessary regulatory acts, the "road map" for the development of Kazan agglomeration.
