The national project turned the hobby of the Tatarstan entrepreneur into an export production

Indeed, over the three years of implementation, national projects have become a tool for responding to the needs of society and business. This is confirmed by the group of companies from Tatarstan "Healthy Products Factory", which operates on the territory of the industrial park "Sokury" of the Laishevsky district of the republic. Since 2015, the company has been producing herbal teas and widely sells them inside and outside the region, to other countries. It all started with a hobby. Entrepreneur Ramil Yarullin was engaged in collecting herbs for making tea mixes. Gradually, the hobby turned into a business – the production of organic eco - and bio-products under the brand "Healthy Products Factory".

Today, the area of the enterprise for the production of teas, herbal preparations and other useful goods is approaching 1000 square meters. The company "Healthy Products Factory" has created about 100 new jobs. The company mainly employs rural residents, workers of peasant farms from Tatarstan, Crimea, Adygea, Altai, and the Moscow region. They are engaged in harvesting herbs, fruits, berries, production and packaging.   

To develop a business from a hobby to a full-fledged production, Ramil Yarullin used high-quality raw materials, a modern eco-friendly approach to doing business and a set of state support measures at all stages of entrepreneurial activity. This approach to support is laid down by the national project "Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative", for the implementation of which the Ministry of Economy of the Republic of Tatarstan is responsible.

"Just last year, I received financial support from the Ministry of Economy in the amount of about 20 million rubles, 11 million of which we directed to the construction of a new warehouse for raw materials and finished products storage, which will allow us to increase production volumes by next year," said Ramil Yarullin.

The products made by the "Healthy Products Factory" are sold through federal and regional networks, international and Russian Internet sites. Specialists of the regional Center "My Business" helped the entrepreneur to place goods on marketplaces. Thanks to bringing the products in line with the requirements necessary for the export of goods, and placing them on international trading platforms such as Epinduo, Amazon and Alibaba, Tatarstan products are purchased in Germany, France and in the homeland of tea – China.

Special attention is paid in the republic to measures of infrastructure support, which is reflected in the complex of benefits and measures for residents and management companies of industrial parks that operate in almost all regions of the Republic of Tatarstan, and their total area exceeds 2.000 hectares. Ramil Yarullin also chose the territory of the industrial park for the placement of production, since it fully meets the standards of food production. Also, all the necessary engineering networks have already been carried out on the territory of the park - electricity, lighting, water supply and other infrastructure ready for use.

First Deputy Minister of Economy of the Republic of Tatarstan Rustem Sibgatullin noted that the industrial parks of Tatarstan are not only ready-made sites for doing business and placing production, but also a tool for equalizing competitive opportunities between the regions of the republic.  

"This year, the President of Tatarstan approved the concept of development of industrial parks, we have adopted a number of legislative and by-laws, residents of industrial parks can receive tax benefits – they are exempt from transport tax, corporate property tax, they are also provided with reduced tax rates under the simplified taxation system, they have access to a package of financial and non-financial support measures, such as the Construction loan, etc. We predict that the measures taken will contribute to improving the efficiency of industrial parks in rural areas, creating new jobs," said Rustem Sibgatullin.

Since 2019, Tatarstan has been participating in the implementation of the national project "Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative". One of the main targets of the project is to increase the number of employees in the field of small and medium-sized businesses. In the Republic of Tatarstan, this figure is 730 thousand people by 2024. Today, about 696 thousand people are employed in small and medium-sized businesses of the republic. This is more than a third of those employed in the economy of the republic as a whole. More than 3 billion rubles are allocated annually to support SMEs in the republic.

Deputy Minister of Economy of the Republic of Tatarstan Airat Shamsiev added that three new large industrial parks were built in Tatarstan as part of the implementation of the national project, which now have more than 350 residents. In total, 88 billion rubles were allocated in Tatarstan for the implementation of national projects over three years, including about 65 billion rubles from the federal budget. The funds are directed to the construction of public and social infrastructure, as well as business development in all municipal districts.

Deputy Chairman of the State Duma Commission on Support of Small and Medium-sized BusinessesAirat Farrakhov said that by 2030, the production of SMEs in the structure of the gross domestic product of the Russian Federation should be 32.5 %.

 "Our goal is for small and medium-sized businesses to account for 32.5% of Russia's gross domestic product by 2030. Today, it is 21%. One of the most important tools for achieving this indicator is the creation of industrial parks," Airat Farrakhov said.
