Midhat Shagiakhmetov made a report on improving the business climate to ensure economic development at a meeting of the Cabinet of Ministers of the Republic of Tatarstan

On October 6, 2021, a meeting of the Cabinet of Ministers of the Republic of Tatarstan was held, during which issues of improving the business climate to ensure the development of the economy of the Republic of Tatarstan were considered. The meeting was held with the participation of Tatarstan President Rustam Minnikhanov, Prime Minister of the Republic of Tatarstan Alexey Pesoshin, Director General of the Agency for Strategic Initiatives for the Promotion of New Projects Svetlana Chupsheva and Deputy Prime Minister of the Republic of Tatarstan – Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov.

Director General of ASI Svetlana Chupsheva spoke about the results achieved by the Republic of Tatarstan in the National Rating of Investment Attractiveness of the subjects of the Russian Federation and the improvement of its methodology this year. The results of the rating have been summed up for 7 years. She recalled the four main areas of the rating: the regulatory environment, institutions for business, infrastructure and resources, support for small businesses.

The head of the ASI added that Tatarstan has provided a huge number of best practices and solutions to improve the investment climate, tools to support small businesses.

Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov reported on the improvement of the business climate to ensure the development of the economy of the Republic of Tatarstan. 

In his report, the Minister paid attention to the work carried out by the republic to improve the investment climate and the conditions created in Tatarstan for effective business and implementation of investment projects.

The Minister of Economy also noted that in order to ensure a high-quality growth rate of investments in fixed assets, within the framework of the set national development goals of the country, it is important to improve the investment climate and create comfortable conditions for doing business.

The Head of the Ministry of Economy dwelt in detail on those rating indicators where the assessment of entrepreneurs and business communities indicates the need to revise the mechanisms of work. 

In particular, the emphasis was placed on such indicators as the issuance of a construction permit, connection to the electric grid, licensing of certain types of activities and registration of property rights, registration of a land plot for cadastral registration and the quality of territorial planning.

"The national rating, used as an improvement in the investment climate, makes it possible to identify existing reserves, is a tool for receiving feedback from the business community, determines areas that require a qualitative revision of the mechanisms of work," the Minister of Economy noted.

Summing up, Midhat Shagiakhmetov stressed that the work carried out by responsible ministries and departments to improve the business climate is aimed at creating the necessary conditions for the successful implementation of investment projects in Tatarstan. 

To do this, according to the minister, it is necessary to transfer the maximum number of socially significant services to electronic form in a short time. 

Midhat Shagiakhmetov also noted the need to study and implement the best management practices and the most effective tools of other regions.

"It is important to ensure the timely implementation of roadmaps activities, if necessary, make adjustments to them, based on timely feedback from business, ensure the transfer of services to an online format, implement best practices. This systematic work allows Tatarstan to be a leader in business development and attracting investments," the Minister of Economy added.

The head of the ASI also said that by order of Russian President Vladimir Putin, a second rating was developed – a rating of the quality of life in the constituent entities of the federation, which will be an addition to the National Rating. It will take into account such indicators as medicine, social protection, education, housing, public services and services, opportunities to start a business, etc. It will be presented for the first time in November this year.

The President of Tatarstan said that Tatarstan will focus on the best practices that exist in the country in its work to improve the investment climate. He stressed that it is important to use digital technologies to improve the investment climate and adopt best practices, including from Moscow.

"Business is like migratory birds, they arrive where it is good, where conditions are created. Therefore, we will work and hope that the creation of conditions will be successful," Rustam Minnikhanov added. 

During the meeting, Rustam Minnikhanov instructed to improve the indicators in lagging areas, including reducing the time for obtaining a construction permit in Tatarstan. He also noted that Tatarstan will create comfortable conditions for doing business both for entrepreneurs already operating in the republic and for those who plan to start doing business in Tatarstan in the future. 

All decisions taken at the meeting of the Government of the Republic of Tatarstan will be approved by the resolution of the Cabinet of Ministers of the Republic of Tatarstan in the form of instructions.
