The Republic of Tatarstan was chosen to implement new investment projects selecting technology
Vnesheconombank (VEB) and Agency for Strategic Initiatives (ASI) are implementing new investment projects attracting technology allowing direct connection of regional business ideas and financial resources and pushing this sector active development in 23 regions of Russia.
The new model is designed to create broad funnel of investment projects in the Russian Federation constituent entities and increase transparency of their selection procedure. Regional managers selected according to ASI methodology, trained and certified by Vnesheconombank are key elements of the model.
They will be engaged in proactive search and primary filtering of regional projects in accordance with Bank's Development Strategy, as well as in communication with initiators and supporting them in documents package collection in accordance with VEB requirements.
Intercommunication of the process participants will be organized on the online platform “Development Projects Factory” allowing rapid assessment of projects among the other things. Each project assessment stage, as well as expert comments and decisions taken, will be transparently reflected within online platform and will be accessible to all process participants.
TOP-23 regions with the most favorable investment climate and maximum level of state support regional measures, including the Republic of Tatarstan, were selected for project pilot implementation.

State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” is a national development bank, one of the largest financial institutions in Russia.
It was founded in 1924 and since 2007 operates under “Bank for Development” special federal law. The supreme management body of VEB is the Supervisory Board, headed by Dmitry Medvedev, Chairman of the Government of the Russian Federation.
According to the Development Strategy until 2021, VEB will concentrate its work on high-conversion industrial projects financing; infrastructure development; non-resource exports support; assistance in defense technologies transfer to civilian ones; innovations and National Technological Initiative projects support.
VEB will apply new quality level in its work: proactively search for projects meeting state priorities, deeply analyze business projects jointly with customers, attract private co-investments, follow progress of projects using the latest technologies.
Strategic Initiative Agency (ASI) is Russian autonomous non-profit organization established by the Russian Federation Government for implementation of complex of measures in economic and social spheres. It has been operating from 2011. It is engaged in promotion of priority projects, implementation of measures necessary to improve business environment in Russia, development of professional staff, etc.
