The meeting of the Working Group on improving the quality of electronic services in the Republic of Tatarstan was held

A meeting of the inter-ministerial Working Group on improving the quality and accessibility of state and municipal services and the implementation of the "Open Tatarstan" project in the RT was held today at the House of the Government of the RT. The event was chaired by the Acting President of the Republic of Tatarstan, Alexey Pesoshin. The Minister of Economy of the Republic of Tatarstan, Artem Zdunov, also participated in the meeting.

In his opening remarks, Alexei Pesoshin stressed that the provision of services in electronic form significantly enhances their accessibility and reduces time expenditures and financial costs of the state and citizens. 

"Today, the republic's portal of state and municipal services provides 240 services. In the first semester of 2017, the inhabitants of Tatarstan received more than 55 million services  in electronic form. The growth amounted to 41% in relation to the same period of 2016", - he said. 

Alexei Pesoshin reminded that, on December 1, 2015, by the Decree of the Cabinet of Ministers of the RT the plan for transfer of state, municipal and socially relevant services into an electronic type was adopted. The objective of this work is to increase the proportion of citizens using the mechanisms for obtaining state and municipal services in electronic form up to 70% in 2018. 

"On the basis of this plan, the drafts of services passports have been developed in electronic form and have been sent officially to the members of the inter-ministerial Working Group for approval." According to the comments, received from  the Working Group, the draft passports had been finalized. "For further work, the final approval of these projects is required", said the Acting President of the RT. 

The main report on the progress of works for transferring state and municipal services into electronic form was further made by the Vice Prime Minister of the RT - Minister of Information and Communications of the RT- Roman Shaikhutdinov. He noted that the most popular services among the inhabitants of the Republic to date remained the "Electronic diary" and "The appointment with a doctor". Thus, in January-June 2017, parents 19.1 million times reviewed the educational success of their children, and 6.9 million of the Tatarstan people were recorded for appointment to a doctor through electronic resources.

Over 53 thousand times in the reporting period the population used the electronic application for compensation for the parental fee. The service was introduced on July 1, 2016, and in a short time became the most popular among the requested services.

According to Roman Shaikhutdinov, today there is a significant increase in the amount of payments made. Compared to the similar period of 2016, this value has increased by 1.5 times to nearly 8 billion RUB. Most often, citizens pay for the housing services and utilities and kindergarten.

The Minister reported that in 2017 a great deal of work had been done in respect of optimizing the appointment with a doctor, as well as in the area of social protection services. Currently, construction services are being optimized as well as the application services: submitting the application for the kindergarten, receiving archival certificates and getting hunting permits. The possibility of paying for the state duty for issuing a traffic permit on the local vehicle, carrying dangerous, heavy and large cargoes, will be introduced in the nearest future. A discount for the payment of this duty for 30% will be an additional bonus. In addition, it will be possible to pay for such claimed charges as the fines of the administrative commissions and the contributions of self-taxation.

In order to support small and medium-sized entrepreneurship, state measures have already been translated into electronic form under the programs "Microloans" and "Leasing-grant for single industry cities" in the Republic of Tatarstan.

Head of the Ministry of communications of Tatarstan underlined that in 2017 on the portal of state and municipal services of the RT and the mobile application "Services of the RT" it is planned to implement a quality assessment service for the provided medical assistance. Users who made an appointment with a doctor from the portal or through a mobile application will be able to assess the quality of the provided services after the appointment with a doctor.

Roman Shaikhutdinov also reminded that the Ministry of Information and Communications of the RT began to develop a draft regional state program "Digital economy in the Republic of Tatarstan". The program will comprise 9 directions, including state management, information infrastructure, state services, digital health care and others.
