A network of partners - companies of the real sector of the economy for joint addressing scientific and technological challenges is being formed

The Ministry of Education and Science of the Russian Federation is forming a network of partners-companies in the real sector of the economy to jointly address scientific and technological challenges in order to implement the Strategy of science and technology development of the Russian Federation. The Strategy was approved by the Decree of the President of the Russian Federation of 01.12.2016 No.642).

The companies that see potential business scaling can become partners: the development of Russian penetration or expansion of the presence of products, services or technology on the foreign markets through addressing scientific and technical challenges.

The goal, set by the partner should be:

• ambitious - to involve tangible, qualitative changes in products, goods or services, or methods of their production, achievement of significant changes in the key characteristics of the products
   itself or the processes of their production, transport, storage or disposal;
• new - it should not have the established technological solution or should suggest the possibility of replacing such solutions for fundamentally different ones;
• risky - its solution should not be obvious and achievable exclusively by engineering and design methods - it should require research and experimental development.

The objectives, ensuring the realization of the priorities of scientific and technological development identified by the Strategy and focused on creation of technology-oriented technologies that have a broad cross-cutting value of "through" technologies will have substantial advantage.

The assessment of novelty, risk and ambition of tasks will be carried out by the Ministry of Education and Science of Russia, with the involvement of leading experts in science and technology, using "large data" of scientific publications and patent information. The order of interaction with experts for the purposes of preservation of information confidentiality will be determined by each partner individually.

Together with partners, that shaped and suggested such challenges, the Ministry of Education and Science of Russia organizes an open competition for proposals from scientific and educational organizations to solve them, and will ensure the co-financing of projects-winners in amount from 30% to 70 %, depending on the level of technological readiness of the solution, thus sharing with the business community the risks of the research and development phase.

All rights for the results of intellectual activities, obtained in the course of the projects implementation, will be transferred to the partner for the purposes of using in the creation and promotion of new products, goods, services and technologies on the market. The procedure and terms of transfer of title for intellectual property, created in the course of the works execution, are determined solely by the partner and the research organization, carrying out the study.

A long-term partnership with the Ministry of Education and Science of Russia will also facilitate for the companies the following:

• access to subsidies, compensating the costs of foreign patenting;
• use of tax incentives and the application of an increased write-off coefficient for research and development;
• participation in Russian and foreign events, press coverage and promotion of both the work results themselves and the company as a whole.

The collection of scientific and technical tasks, required by the business community, expertise, signing partnership agreements and arrangement of contests among the research organizations is being held continuously.
