95 years have passed since the establishment of the planning authorities!

I heartily congratulate you with the remarkable date - the 95th anniversary of the establishment of planning authorities! It is a whole epoch within which some fundamental changes have taken place in all spheres of the life of the Republic and the country on the whole. In each historical stage, the agency faced different tasks, but all of them were confined to improving the quality of life of the people of the republic.

Continuing the perennial traditions of the planning authorities of Tatarstan, the Ministry of Economy is working successfully to shape the strategy of the republic's development, improve the efficiency of public administration, create the favorable environment for the investment and innovation development of the economy, and create the conditions for a sustainable, balanced and harmonious development of the economy.

Of course, for high achievements of our republic - the tremendous credit goes to the workers and veterans of the Ministry of the Economy, who, through their hard work and professionalism, have contributed and contributing daily, coping with the challenges and difficulties of the new times. I am confident that, in the future, the staff of the Ministry of Economy will be dedicated to its job and will do everything necessary to preserve and enhance the social and economic potential of the Republic of Tatarstan.

I would like to wish you the best of health, happiness, the realization of all planned plans and ideas, well-being and further success for the benefit of our Republic.

95 years ago, on August 24, 1922,  the regulation on Gosplan (State Planning Authority) of TASSR was approved, which competencies covered the issues of preliminary elaboration of a common forward-looking and current plan for the development of the Republic's economy for submission to ECOSO (Economic meetings) and to SNC TASSR. At the very beginning  of its activities the Gosplan TASSR consisted of 6 sections - agricultural, economic, industrial, railroads and civil facilities, financial and budgetary, and the study of the production forces of the local region.

After overcoming the economic crisis of the post-war years, the new stage of socialist construction required a transition from a partial modernization of industry to a broad industrialization. Its scopes require clear planning. The role of the economic policy makers, including the Gosplan, has been immeasurably increased.

In the period 1926-1930, the Gosplan of Tataria was reorganized in accordance with the new level and scale of the tasks, faced by the agency. In 1926 the ECOSO joined it,  in 1930  the Central Statistical Office of TASSR Tatarstan joined it as well.

Since 1928, the role of planning authorities has become one of the principles in economic management policy: A five-year plan system has been introduced, and the first five has started to count.

The morning of June 22, 1941, presented new challenges to economic leaders. The mobilization of the economy for the needs of the front began. Tartaria became one of the important logistic bases. It succeeded in adopting, hosting and ensuring the rapid launching into operation of many evacuated enterprises. At the end of the war, the key objective of state economic policy was to transfer the economy on a peaceful track.

The time between the mid 1960s and the early 1980s was marked by the implementation of a moderate-conservative course, including in the economic sphere. Once again the industrial management was based on a sectoral principle, the economic reform started in 1965, and new elements-material incentivization, self-accounting, profit were introduced into practice.

The restructuring of 1985-1991, which was designed as the renewal of socialism,  turned out as a change of the socio-political system and economy of the country. The adoption of the Declaration on the state sovereignty of the republic on August 30, 1990 became the event of not only political and but great economic importance. Under conditions of the managerial and economic crisis, Tatarstan itself proceeded with addressing challenges, related to adapting all areas of the republic's life to the existing situation in the country.

The implementation of a self-sustaining economic policy required the establishment of a new system of state administration. On February 7, 1991, the Gosplan TASSR was transformed into the State Committee of the Tatar SSR in economy. In June 1996, the status of the Committee was elevated to the Ministry. Two years later, the Ministry of Economy established the Department of Industry and the ministry itself received the name of the Ministry of Economy and Industry of the RT.

On July 10, 2007 by the decree of the President of the Republic of Tatarstan No. УП-347 "On the introduction of changes in the structure of the executive state bodies of the Republic of Tatarstan" the Ministry of Economy was established, which was assigned  with the task of elaboration of the state policy for the management of the economic development of the Republic of Tatarstan, investment activities, formation of the republican programs and participation in the formation of federal targeted programs.
