Ministry of Economy of the Republic of Tatarstan hosted seminar for entrepreneurs

On March 15, 2017, the Republic of Tatarstan Ministry of Economy hosted a major event aimed at entrepreneurship supporting- seminar “Participation of SMEs in certain legal entities procurement under the Federal Law # 223-FZ”.

This seminar was organized by the Ministry jointly with JSC “SME Corporation”, JSC “SME Bank” and PJSC OC “Rosneft”.

Alongside with the mentioned organizations’ representatives, the event was attended by Ministry subordinate agencies’ heads - SUE “RT State Procurement Agency”, NPO “Entrepreneurship Support Fund” and NPO “Guarantee Fund of the Republic of Tatarstan”.

More than 200 representatives of small and medium-sized businesses of Tatarstan attended the seminar.

Minister of Economy of the Republic of Tatarstan Artem Zdunov made a welcoming speech.

On behalf of JSC “SME Corporation” on the issues of ensuring access to the largest customers’ procurement for SMEs spoke Natalia Korotchenkova, Deputy General Director, Natalya Bityukova, Deputy Head of Information and Methodological Support Directorate in Organization of Procurement from SMEs.

In the course of seminar spoke Konstantin Kuznetsov, Managing Director of SMEs Credit and Guarantee Support Department. He presented JSC “SME Bank” measures of financial support to SMEs.  

Also, Olga Parshakova, Deputy Director of Planning, Automation and Efficiency Department of PJSC “NK Rosneft” Supply Services spoke about organization of company's purchasing activities, and Dmitry Sytin, General Director of CJSC “TEK-Torg” explained special aspects of SMEs' participation in procurement procedures of PJSC NK “Rosneft” on “TEK-Torg” electronic trade platform.

Yakov Geller, General Director of SUE “Agency of the State Procurement of the Republic of Tatarstan” presented electronic resources developed jointly with Ministry and the Agency and designed for simplifying access of small and medium-sized businesses to state and largest customers’ procurement.

Vitaly Mashkov, JSC “Corporation SME” General Director Adviser was moderator of the event.

A question-and-answer session was held at the conclusion of the seminar and the speakers gave additional explanations to entrepreneurs on participation in procurement, obtaining guarantee support and current legislation issues.

It will be recalled that the Republic of Tatarstan Ministry of Economy is the Republic of Tatarstan authorized body for draft procurement plans conformity assessment regulated by the Federal Law # 223-FZ of 18.07.2011 “On procurement of goods, works, services by certain legal entities” of the Republic of Tatarstan customers, the list thereof is approved by the Russian Federation Government Order # 717-r.of 19.04.2016.
